Existing explanations emphasize implementation deficiencies, including insufficient planning, limited local knowledge, or resource constraints. While useful, these accounts do not adequately explain the structural regularity of failure across diverse contexts. The article proposes an alternative explanation centered on the concept of state continuity disruption, defined as the breakdown of interdependent mechanisms through which administrative coordination, coercive capacity, and political legitimacy are reproduced over time. It argues that regime change does not merely replace formal institutions, but destabilizes the underlying processes that sustain institutional continuity. Drawing on comparative analysis of Iraq, Libya, Afghanistan, and Iran, the article demonstrates that variation in outcomes is systematically linked to the degree of disruption of these continuity mechanisms. Where disruption is severe, institutional collapse follows;where continuity is preserved, political order remains relatively stable. By shifting analytical attention from institutional design to the reproduction conditions of political order, the article contributes to debates in comparative politics and state-building theory. It argues that institutions should be understood not as transferable organizational templates, but as historically embedded processes of continuity reproduction.展开更多

This gap should be narrowed by conducting in-depth case studies and comparative studies at the project level. In recent years, the international academic community has paid increasing attention to Chinese outward foreign direct investment(FDI), but Belt and Road construction is much broader in scope, comprising not only FDI projects but also China-financed projects and emerging mixed projects. Our investigation, observation, and examination of the BRI projects find that compared to their Western counterparts, Chinese enterprises have less experience in doing business in other countries and often pay less attention to institutional and cultural differences between China and the host countries. Thus, revisiting the institutional and cultural turn in economic geography and employing its ideas to analyze the BRI projects and summarize their construction modes may contribute to the development of both economic geography and the BRI. This paper first briefly reviews the background and research trends of the institutional and cultural turn and then summarizes three major modes of Belt and Road construction, namely, EPC(Engineering Procurement Construction)-based projects, concession-based projects, and FDI;finally, it draws on the institutional and cultural turn to classify the BRI projects according to the two indicators of "Breadth and Depth of Territorial Embeddedness" and "Destructive Effect of a Project and/or Technology" into four types: transformative, supportive, ordinary projects and overseas industrial cooperation parks. Different institutional and cultural sensitivity can be observed for each type of project. The preliminary theorization proposed in this paper may offer a potential framework for further research on the BRI.展开更多

摘要Purpose:This empirical case study employs institutional theory to analyze the strategic publication behavior of individuals conducting practice-based research(PBR)at Flemish universities of applied sciences(UASs).It examines how competing institutional logics and pressures within the higher education field shape dissemination practices.Design/methodology/approach:To supplement bibliometric studies,a dataset of articles(2014-2024)from selected Flemish UASs was compiled from institutional repositories and supplementary sources. The study traces how article types, language, and authorship align with different institutional demands.Findings:Analyses reveal a dual dissemination pattern shaped by isomorphic pressures.State reporting systems’coercive pressures and mimetic pulls toward academic legitimacy drive substantial output in English-language,peer-reviewed journals.Simultaneously, professional fields’normative pressures sustain a parallel, diverse circuit of Dutch-language,practice-oriented outputs(e.g.,magazines,blogs).UASs and researchers navigate these logics strategically, demonstrating institutional entrepreneurship through self-publishing platforms and cross-channel dissemination.Research limitations:The study’s focus on articles underrepresents the full spectrum of practice-based research dissemination.Furthermore, given institutional repositories’under-registration,the dataset may not capture all relevant publications, reflecting the very registration challenges the study examines. As a case study of Flemish UASs,generalizability to other contexts requires caution.Practical implications:Findings highlight a systemic misalignment between PBR dissemination and academic metadata standards. They underscore the need for research information systems and evaluation frameworks that recognize plural institutional logics to adequately valorize the impact of practice-based research.Originality/value:This study provides a novel institutionalist perspective on PBR dissemination practices, framing them as strategic responses to a complex organizational field. It advances understanding of how competing logics manifest in knowledge dissemination and identifies institutional work undertaken to sustain and legitimize a practice-based mission.

摘要Financial inclusion has recently emerged as an important pillar for sustainable economic growth, poverty eradication, and social transformation globally. While the effects of institutional quality on financial inclusion have been widely investigated, their long-term effects have largely been underexplored, particularly for the Asia–Pacific region. We are especially interested in these long-term effects because institutional reforms require time for implementation and their impacts on various socioeconomic issues are only gradually observed. This paper has developed a new index of institutional quality for countries in the Asia–Pacific region from 2004 to 2020 using the principal component analysis. We estimate the long-term effects of institutional quality on financial inclusion using long-term estimators, including the augmented mean group and the common correlated effects mean group estimators. In our study, institutional quality is proxied by the new index developed in this paper and then by each of the five fundamental aspects of institutional quality:(i)business freedom,(ii)regulatory quality,(iii)investment freedom,(iv)government effectiveness, and(v)the rule of law.We find that improved institutional quality is fundamental to achieving financial inclusion in the region. These effects are particularly prominent in high-income countries in the Asia–Pacific region. However,a closer look at these long-term effects reveals that this effect is conditional on the income level.Interestingly, this long-term effect can be established for high-income countries such as Australia and Japan but not for Singapore. In addition,in the case of middle-income countries, the long-term effect can be confirmed for countries such as Malaysia,Indonesia, and the Philippines but not for Thailand and Vietnam. Our results show that institutional reform, albeit very important, should not be considered the only fundamental pillar ensuring financial inclusion, sustainable economic growth, and social transformation in the long run.
摘要The integration of digital tools and effective knowledge management practices is critical for enhancing administrative efficiency and institutional continuity in higher education. This study investigates the relationships between knowledge modeling, institutional memory, leadership styles, technology, and administrative efficiency at the University of Cape Coast (UCC). The study sought to identify the challenges and opportunities in integrating digital tools into administrative processes and to provide actionable recommendations for improvement. A mixed-methods research design was employed, combining quantitative analysis using Partial Least Squares Structural Equation Modeling (PLS-SEM) with qualitative thematic analysis of interviews. The findings revealed key challenges, including resistance to change, fragmented knowledge repositories, and inadequate funding, alongside opportunities such as centralized knowledge systems, cost-effective open-source tools, and capacity-building initiatives. 摘要At a time when global crises continue to intensify,UN Secretary-General António Guterres stated at this year’s high-level plenary meeting to commemorate the 80th anniversary of the establishment of the United Nations that the core of the 2030 Agenda for Sustainable Development, the Pact for the Future, and the UN 80 Initiative lies in renewing the foundations of international cooperation.
摘要Institutional logic theory,a pivotal framework within organizational studies, delineates the multifaceted and intricate logics that underpin organizational fields. This theoretical perspective elucidates the manner in which diverse individuals or groups within an organization internalize and manifest distinct institutional logics, alongside the ensuing political and cultural conflicts.Furthermore, the theory endeavors to elucidate the complexities inherent in institutional logic across organizational fields, examining the reflection of these logics among various individuals or groups and their associated political and cultural dichotomies.Central to this discourse is the acknowledgment of the core systems that constitute the fabric of a country, encompassing the state, market, familial structures, corporate entities, professional bodies, and religious institutions. These components not only coexist with inherent conflicts but also exhibit a high degree of interdependence, underlined by their shared institutional logics. This literature attempts to review and analysis institutional logic in the field of entrepreneurship and integrates institutional logic into entrepreneurs’personal background, experience, and other social characteristics, and study how institutional logic operates. It is recommended that future researchers take entrepreneurs as the research object and conduct more in-depth research on the evolution of organizational response strategies when political and cultural conflicts occur between different groups within the enterprise, combined with institutional logic theory.

摘要Environmental degradation is one of the most debatable topics at international forums and it is considered a prime concern for the entire world. Therefore, researchers and policymakers have turned their attention from conventional economic growth to green growth.Although the existing literature has discussed several determinants of green growth, the impact of economic policy uncertainty(EPU),renewable energy consumption(RENE),and institutional quality(IQ)on green growth(GGDP)is relatively unexplored.Hence, this study is the earliest attempt to investigate the impact of EPU,IQ,and RENE on GGDP for emerging seven(E-7)countries from 1996 to 2019.In doing so,we apply panel quantile regression(PQR).The empirical findings delineate that EPU has a negative impact on GGDP,whereas IQ and RENE enhance the GGDP in E-7 countries.Based on the outcomes, this study suggests policy implications for achieving targets of the SDG 07,SDG 08,SDG 13,and SDG 16.The governments of these countries can achieve higher GGDP by ensuring political stability and reliable macroeconomic policies and through making such flexible policies that can easily control or address unpredictable future economic issues.

摘要There is a gap between the great vision and high-quality targets of the Belt and Road Initiative(BRI) and Western recognition of them, which challenges Chinese and Western scholars. The preliminary theorization proposed in this paper may offer a potential framework for further research on the BRI.
