In recent years,Xiaogan City has vigorously implemented an innovation-driven development strategy.However,there is still considerable room for improvement in its scientific and technological innovation level and comprehensive capabilities.Against this backdrop,based on thorough research,this paper analyzes the characteristics of industrial structure changes and the current situation of sci-tech economic development in Xiaogan City.It summarizes the shortcomings and bottlenecks in promoting sci-tech economic development and industrial transformation and upgrading.The paper proposes targeted policy suggestions regarding financial support for scientific and technological innovation,the positioning of industrial chains and innovation chains,coordinated regional development of the sci-tech economy,the cultivation of“Specialized,Refined,Characteristic,and Innovative”enterprises,and the building of R&D and innovation talent teams. 展开更多

Countries around the world and China are actively promoting the cultivation of the data element market.As an important field of integration between finance and technology,“sci-tech finance”has also attracted much attention.The combination of the two has formed a new development logic under the background of the digital economy.Data elements possess asset-like attributes,quasi-public goods characteristics,and financial properties,but their marketization faces challenges such as difficulty in confirmation of rights and pricing.Sci-tech finance has a“dual-drive”function,which can promote the integration of science and technology with finance.There is an inherent compatibility between the two,the efficient allocation of data elements requires the support of sci-tech finance to solve problems such as right confirmation and pricing,and the development of sci-tech finance also relies on the empowerment of data elements.On this basis,sci-tech finance promotes the transformation of data elements from resources to capital through four major mechanisms:pricing,financing,allocation,and risk supervision.This research provides theoretical support for the marketoriented reform of data elements and decision-making reference for financial support for technological innovation and data allocation.In the future,it is necessary to further improve the construction and supervision of the data element market to facilitate the integration of the digital economy and the real economy. 展开更多

With the implementation of China’s innovation-driven development strategy,the competition among sci-tech talents has become increasingly fierce.Stimulating the innovative vigor of sci-tech talents has become a hot topic in theoretical research and policy practice.Based on the data from 246 questionnaires collected from sci-tech talents in Hebei province,this study explored the influence mechanism of an inclusive organizational climate on innovation input from technological talents and verified the mediating effects of innovation self-efficacy and intrinsic motivation.The results indicate that an inclusive organizational climate has a significant positive impact on innovation input,innovation self-efficacy,and intrinsic motivation of sci-tech talents.Both innovation self-efficacy and intrinsic motivation play a partial mediating role between an inclusive climate and innovation input.This study verified the important role of an inclusive climate in an organization’s human resource management practices and encouraged managers to emphasize enhancing the innovation self-efficacy and intrinsic motivation of sci-tech talents,thereby continuously improving the level of innovation. 展开更多

(1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services. 展开更多

Relying on the management system for agricultural sci-tech achievement transformation funding project in Zhejiang Province, on the basis of current situations and demand of agricultural sci-tech achievement transformation funding project management system, we present a B/S-structured and J2EE platform-based system which adopts MVC mode and integrates mainstream open-source frame technologies such as Spring, Struts2, ExtJs, TopLink and FreeMarker, etc. Practice has shown that this system provides an original model for management of sci-tech project application, and various projects can be expanded on this model. Through building an indicator system for evaluating the marine sci-tech innovation ability of China's coastal provinces,this paper made a comparative analysis on marine sci-tech innovation ability of 11 coastal provinces in 2011-2013 by the principal components analysis( PCA) method. It found these coastal regions can be divided into three levels. Guangdong Province belongs to the first level because its marine sci-tech innovation ability is relatively high. On this basis,it analyzed changes in marine sci-tech innovation ability of 11 coastal provinces with the aid of DEA's Malmquist productivity index model. Results indicate that the overall marine sci-tech innovation ability of 11 coastal provinces is rising,but there is significant difference between provinces and the influence of regional economic development level is not considerable.Technical progress is main driver for promoting marine sci-tech innovation ability of Guangdong Province and major factor influencing ranking of total factor productivity. 展开更多

This paper introduces the current development status of new quality productive forces in agriculture,animal husbandry,and aquaculture in Xinjiang.It studies the development momentum of the seed industry in the autonomous region from aspects,including seed industry array-type enterprises,breeding and seed production bases,crop varieties,and seed production and operation.It also explores the current situation of intellectual property rights related to scientific and technological innovation in Xinjiang,covering new varieties of agricultural plants,forest and grass plants,livestock and poultry,bees,silkworms,and aquatic animals and plants,as well as invention patents,utility model patents,and design patents for the product itself.Based on an analysis of the main problems facing its new quality productive forces and sci-tech innovation,recommendations are put forward,including managing the agricultural ecological environment according to local conditions,developing facility agriculture and smart agriculture,strengthening the purification and rejuvenation of traditional varieties and the introduction and acclimatization of new varieties,cultivating varieties with independent intellectual property rights,protecting invention patents and utility model patents,creating design patents for the product itself,and empowering the development of agricultural new quality productive forces. 展开更多

为探讨我国科技期刊刊群数字平台建设进展,推动科技期刊数字化转型和刊群平台标准体系的构建,本文提出科技期刊刊群平台标准体系建设的关键指标,并设计调查问卷,从内容资源、用户服务、技术团队、安全合规、影响力及特色工具等方面,对3... 为探讨我国科技期刊刊群数字平台建设进展,推动科技期刊数字化转型和刊群平台标准体系的构建,本文提出科技期刊刊群平台标准体系建设的关键指标,并设计调查问卷,从内容资源、用户服务、技术团队、安全合规、影响力及特色工具等方面,对39家集群单位的44个平台展开调研与分析。调研结果显示,国内刊群数字平台在发展年限、期刊规模、数字化程度、技术团队建设及安全防护等方面的发展分化显著,整体水平与国外头部平台相比仍有较大差距。针对这一现状,提出系统性建议,为我国建设一流科技期刊及打造具有国际竞争力的刊群数字平台提供参考。 展开更多

在全球经济不确定性显著上升、世界进入新的动荡变革期的背景下,培育科创企业创新韧性是我国微观层面应对外部负面冲击、实现经济长期稳定的关键。在强调短期绩效的金融市场环境中,科创企业获得外部资金支持受限,研发活动难以为继。耐... 在全球经济不确定性显著上升、世界进入新的动荡变革期的背景下,培育科创企业创新韧性是我国微观层面应对外部负面冲击、实现经济长期稳定的关键。在强调短期绩效的金融市场环境中,科创企业获得外部资金支持受限,研发活动难以为继。耐心资本因其能够保持长期稳定且风险容忍度较高,是科创企业的重要资金来源。在提供长周期、高风险容忍度资金的基础上,耐心资本一方面通过改善公司治理结构,帮助企业保持创新战略定力、嵌入社会网络、培育应对负面冲击的能力,提高创新持续性;另一方面通过构建负责任的运营体系,帮助被投企业吸引外部资金与政策支持,提升其在危机时期的风险缓冲与适应能力。因此,要完善耐心资本投资网络的顶层设计,优化国有耐心资本考核机制,持续引导耐心资本通过能动投资提升科创企业的可持续发展能力。 展开更多
