Western China has lagged a lot in terms of industrial structure and economic development,compared with the national average.And China announced its target of CO_2 emission reduction,i.e.by 2020,CO_2 emission per GDP will drop by40-45%compared with 2005.The target will be incorporated into China's long-term industrial planning.Against this background,this paper will make a comprehensive examination of the industrial development of Western China,aiming to discover a green and compatible way.First,we analyze the spatiotemporal evolution of regional industrial structure for the period 2000-2010.Second,we try to discover the industrial structure optimization path for Western China by employing the Vector Auto Regression model.Lastly,we try to provide some advice and suggestions for further industrial development in Western China.Our examination shows that further industrial development in Western China should pay full attention to resource conservation and recycling,and develop on a green and compatible path. 展开更多

In the 14th Five-Year Plan period(2021-2025),China has vowed to pursue high-quality industrial development.The digital economy drives high-quality industrial development by creating means of production,reducing transaction costs,transforming industrial organization,and improving the efficiency of resource allocation.The digital factor has become a key factor of production for high-quality development.Digital and user-created innovations are the new normal for cross-sectoral integration and innovation.Great progress has been made in China'high-quality industrial development driven by the digital economy.The rapid development of digital industries and industrial digitalization have reshaped the industrial division of labor and helped the ascension of related industries towards the medium-and high-end links of the global value chains.However,China still faces numerous challenges in the development of its digital economy;it lacks indigenous industrial innovation,depends on foreign supply of core technologies,and is ill-prepared for industrial digitalization.Much work remains to be done to further coordinate the development of some industries and foster digital ecosystems for the symbiosis of industrial chains.In furthering the high-quality industrial development driven by the digital economy,China should stay at the forefront of digital innovation,promote digital governance,enhance data factor agglomeration,and foster digital talents. 展开更多

County-level industrial development and structure upgrade is one of the most important issues of revitaliz- ing old industrial base of China. County-level industrial development and structure upgrade is one of the most important issues of revitaliz- ing old industrial base of China. After the cluster analysis on GDP per capita and GDP per area of each county in Liaoning Province, this paper finds the similarity of population size, land use intensity, and economic development of each county. Location quotient reflects the specialization intensity of industries in each county, and it also reflects the spatial differences of county-level industrial development. Economic development level is higher in the southeast than in the northwest of Liaoning, and the industry driving effect on county-level economy is apparent. The main influenc- ing factors include location, industrial foundation and economic system reform, capital input level, knowledge and technology dissemination, conditions of domestic and overseas markets, population and labor force transfer. Industri- alization is an important approach to urbanization for the counties in Liaoning Province. The proportion of agriculture is much higher in the northwest than in the southeast of Liaoning, so it will be take longer time for counties in the northwest of Liaoning to make industrialization, urbanization and modernization. 展开更多

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems. 展开更多

Climate change is the most phenomenal challenge to humanity,and its roots are intervened with unsustainable industrialization,exercising overexploitation of natural resources.Therefore,the departure from non-renewable to renewables has become inevitable,though thought-provoking.In this respect,we explore how green energy transformation moderates the impacts of multifaceted natural resources on sustainable industrial development in the presence of other covariates involving technological progress,financial development,and economic progress.We compiled data from Group of Seven(G-7)members over the 19952018 period and applied panel quantile regression(PQREG)to capture the effects across varying levels of quantiles of sustainable industrial development.Results revealed a positive role of natural gas rents,while coal,forest,and total natural resource rents contributed adverse implications for sustainable industrial development.However,the green energy transformation proved to be the game changer because it not only directly induced sustainable industrial development improvement but also turned the unfavorable effects of coal,forest,and total natural resources into favorable ones by interacting with those multifaceted natural resources.Technological,financial,and economic progress supported sustainable industrial development in G-7 nations,particularly in members with existing middle and upper scales of sustainable industrial development.These findings are robust enough when subjected to different estimation tools.In light of these outcomes,the interaction between green energy transformation and natural resource policy is inevitably critical to attaining natural resource efficiency for sustainable industrial development.Therefore,it is imperative to establish a close policy coordination between advancing green energy technology and allocating natural resource revenue to achieve sustainable development goals(SDGs),with a particular emphasis on SDG-7 and SDG-13。 展开更多

At present,water pollutant emission trading plays an increasingly important role in pollution control in many foreign countries,and its pilot studies and demonstration have also been started in China.In order to solve the problem of initial allocation of emission permits:premise and basis of emission trading in a river basin,basic principles on initial allocation of actual emission permits in China are put forward.And it is thought that local development stage of industry should be taken into full account for initial allocation model of emission permits.There are five different allocation models in different development stages of industry,including models like distribution according to needs,improved same-rate reduction,performance,integration and environmental capacity,etc.The initial allocation of emission permits in various basins should choose a suitable model in accordance with their respective development stages.It is suggested in this article that integrated allocation model should be a main choice for current development stage of industry in China. 展开更多

UMhlathuze River is the main recipient of domestic sewage, industrial as well as agricultural waste from local industrial and agricultural practices. It is the effluent ＂dumping sites＂ for most human activity practices. Contamination of UMhlathuze River by agricultural and industrial developments makes communities around UMhlathuze area susceptible to potential outbreaks of water-borne illnesses as well as the risk of ingesting carcinogenic substances. In establishment of the effect of human developments on the UMhlathuze River, four different sites representing different human activities were used for sampling along the river. Temperature and pH were monitored in siitu and were found to vary between 19-21℃and 6.2-7.8, respectively. Chemical oxygen demand （COD） was found to be higher in areas affected by both industrial and agricultural activities. Spectroquadrant Pharo 300 （Merck） was used for chemical analysis of water. Agricultural waste recipient area had high concentration of phosphate, ammonia and nitrate. Parts of the river receiving effluent from treated wastewater had high sulphide, nitrate and ammonia concentrations. Industrial areas had high concentration of heavy metals （e.g., aluminium）. Microorganisms found in all sites included Escherichia coli and species of Salmonella, Shigella, Citrobacter, Serratia and Enterobacter, although their quantities differed from agricultural to industrial sites. There was a positive correlation between contamination levels and human activities which ascribe river pollution to activities around the area. Agricultural and industrial development activities practiced around UMhlathuze River have a huge contribution to the continued deterioration of the quality of water at UMhlathuze River. 展开更多

Under the impact of modern life, the traditional culture of Taiwan’s indigenous tribes is not only affected, because the traditional life is not easy and employment is difficult, which also causes the outflow of tribal population. Therefore, after the establishment of the Taiwan Council of indigenous people (TCIP), tourism development has been listed as an important policy, and it wants to use tourism development to improve the lives of indigenous people and enhance the ability of tribal economic development. The purpose of this study is to analyze the advantages and disadvantages of TCIP in developing tribal hot spring demonstration areas in indigenous areas. This study adopts the method of case study to investigate by means of document analysis, field interview and observation. The results of SWOT analysis show that: 1) Advantages: the indigenous tribes are rich in natural resources and have unique cultural characteristics. 2) Weakness: when indigenous people invest in hot spring industry, they will face difficulties in obtaining development funds, lack of land use and hot spring management talents. 3) Opportunities: Because of the prevailing leisure culture in Taiwan, coupled with the relevant laws and policies and plans of the indigenous people, it is guaranteed that the indigenous people can participate in the development plan of the hot spring demonstration area. 4) Threats: The development of the existing hot springs in the indigenous villages and towns is mostly invested by the Han people, so it is difficult for the indigenous people to compete with them. Based on the introduction of the general situation of the research area,the SWOT analysis is applied to study the strengths,weakness,opportunities and threats of the industrial development in Three Gorges Reservoir area.The strengths are represented by the following four aspects:abundant agricultural resources,rich tourism resources,rich mineral resources and rich hydro energy.The weaknesses are analyzed from the following three aspects:the backward infrastructure,the acute conflict of the emigration of manufactures and the poor exploitation of advantageous resources.The opportunities of industrial development,which cover the opportunities bought by the guidance of national policies and preferential policies,by the improvement of traffic conditions in the reservoir area and by the completion and operation of the Three Gorges Reservoir Project.From the analysis of poor investment environment,irrational industrial structure and serious shortage of capitals,the threats of the industrial development are analyzed.In order to promote further the industrial development of the Three Gorges Reservoir area,the countermeasures are put forward.In the first place,optimizing the industrial structure and developing leading industries;in the second place,strengthening the construction of infrastructure and improving the investment environment;in the third place,optimizing human resources so as to provide intellectual support for industrial development. 展开更多
